GUIDELINES FOR STUDENT BEHAVIOR The elementary school setting is an environment where young students are encouraged to become productive members of society. In addition to the important academic focus, the school is a training ground where children are taught basic social skills. At Hugo Reid School, the school site council has helped formulate a reasonable behavior policy which all students need to address as they reach various levels of maturity. As they grow, our students are continually taught to be courteous, kind, thoughtful, and honest toward their fellow classmates and to the many adults who are guiding them in various facets of school life. Children are encouraged to be proud of their school, friends, and teachers, as well as themselves. Students are expected to relate respectfully to teachers and other staff members. In order that students understand what specific behaviors are expected, the following guidelines are in effect: 1. Students are encouraged to use school-supplied equipment on the playground. Except with prior approval from a teacher, toys or equipment brought from home is not permitted at school. 2. A neat and clean appearance of the campus should be of concern to everyone at school. Therefore, students are encouraged not to litter or to chew gum anywhere on the school grounds or in classrooms. All food must be eaten in the lunch area and not taken onto the playground. 3. Beginning at third grade, students are permitted to bring bicycles to school. However, bikes may not be ridden on the playground at any time. Students are strongly urged to bring a bike lock to be sure that their equipment is secure when parked in the bike compound. State law and Hugo Reid School policy states that all students who ride bikes to school must wear helmets. Coming to school on skateboards or roller blades is not permitted nor are they allowed on the playground at any time. 4. Activities such as wrestling, tackling, tripping, kicking, pushing, fighting, running in the hallways, and using inappropriate language are not allowed. Acts of hate violence or intimidation, or threats against students or staff are grounds for suspension and possible expulsion. 5. The throwing of potentially dangerous objects including rocks, sand, dirt, grass clods, seeds, and sticks could cause serious injury, and is prohibited. No weapons, whether real or look-alike, such as guns, knives, firecrackers, or any such instrument, may be brought onto the school grounds at any time. Matches, drugs, tobacco products, and chemical deterrents are equally barred from the campuses. Suspension guidelines for such offenses are outlined below. The Arcadia Unified School District has a zero-tolerance policy with respect to drugs or weapons brought to any school campus. Students bringing such items to either campus will be suspended from school, and expulsion procedures will begin immediately. 6. Appropriate uses of classroom and playground equipment, library materials, computers, drinking fountains, public telephones, and restrooms are strongly advocated by the staff. Students' behaviors should indicate that they understand and follow through with these expectations. 7. Hugo Reid School has a Student Uniform Policy (see separate list of guidelines). Parents may request an exemption if they do not wish the child to participate. However, any clothing advertising alcoholic beverages or containing unacceptable language cannot be considered appropriate dress for a student to wear to school. Hats may not be worn at school. Students' attire should exemplify a positive school spirit and attitude. If inappropriate clothing is worn, parents will be notified immediately, and the student will be required to change before returning to class. Any gang-related clothing is unacceptable. 8. Sexual harassment from anyone in the school environment is strictly prohibited by both school district policy and State Education Code section 48900.2. Disciplinary action up to and including suspension and expulsion may result for a student who sexually harasses another student. Copies of the Board Policy, accompanied by reporting procedures for alleged harassment, are available in the Hugo Reid School office. 9. Students are expected to follow Hugo Reid School procedures and rules relating to the classroom and campus as presented by their teachers on the first day of school. These specific rules refer to desired behaviors in the hallways, lining up after recesses, appropriate use of playground equipment, courtesy in the lunchroom, and other general guidelines. They have been formulated to ensure that Hugo Reid School provides a safe, nurturing, uplifting, and positive environment for its students. GUIDELINES FOR PUPIL SUSPENSION In addition to the guidelines noted above, certain state requirements with respect to student behavior must be understood by students and parents. The following enumerate the behaviors listed in Education Code 48900 which are grounds for suspension if the student has: (a) caused, attempted to cause, or threatened to cause physical injury to another person. (b) possessed, sold, or otherwise furnished any firearm, knife, explosive, or other dangerous object unless, in the case of possession of any such object, the pupil had obtained written permission to possess the item from a certificated school employee which is concurred in by the principal or the designee of the principal. (c) unlawfully possessed, used, sold, or otherwise furnished, or been under the influence of, any controlled substance..., an alcoholic beverage, or an intoxicant of any kind. (d) unlawfully offered, arranged, or negotiated to sell any controlled substance, an alcoholic beverage, or an intoxicant of any kind, and then either sold, delivered, or otherwise furnished to any person another liquid, substance, or material and represented the liquid, substance, or material as a controlled substance, alcoholic beverage, or intoxicant. (e) committed or attempted to commit robbery or extortion. (f) caused or attempted to cause damage to school property or private property. (g) stolen or attempted to steal school property or private property. (h) possessed or used tobacco, or any products containing tobacco or nicotine products, including, but not limited to, cigarettes, miniature cigars, clove cigarettes, smokeless tobacco, snuff, chew packets, and betel. (i) committed an obscene act or engaged in habitual profanity or vulgarity. (j) had unlawful possession of, or unlawfully offered, arranged, or negotiated to sell any drug paraphernalia. (k) disrupted school activities or otherwise willfully defied the valid authority of supervisors, teachers, administrators, school officials, or other school personnel engaged in the performance of their duties. (l) knowingly received stolen school property or private property. A pupil may be suspended or expelled for acts which are enumerated in this section which occur at any time, including, but not limited to, any of the following: while on school grounds; while going to or coming from school; during the lunch period whether on or off the campus; during, or while going to or coming from a school sponsored activity. |
